Which data and tax rules apply in Romania?

Data protection is supervised by the National Supervisory Authority for Personal Data Processing (ANSPDCP), under GDPR + Law No. 190/2018 on measures implementing the GDPR. Shops include VAT in consumer prices: the standard rate is 21%, and reduced rates apply to some goods (11% (a transitional 9% rate applies to some housing until 31 July 2026)).

The standard VAT rate rose from 19% to 21% on 1 August 2025 under Law 141/2025, and the 5% and 9% rates merged into 11%. ANCOM counted over 7 million fixed internet connections at end-2025, 5.7 million of them FTTH.

This is not legal advice. Our GDPR checklist covers data collection through proxies.
