Quick answer
Which proxy providers are best for European city targeting in 2026?
On 18 October 2026, three of 13 providers met all five of our criteria for European city work: EuroCity Proxies, ProxyEmpire and ProxyWing. The criteria are city targeting included in plans, traffic that does not expire, no ID check to buy, crypto payment and a 1 GB entry plan. Decodo and IPRoyal met four.
How were the providers scored?
Each criterion scores one point when the provider's own page says so on the day we read it. "Not stated" scores zero. Ties are listed in alphabetical order. We publish this site, so we score ourselves with the same rules and show every cell.
| Criterion | Why it matters for city work |
|---|---|
| City targeting included in plans | Every request of a city project uses it; a surcharge applies to all your traffic. |
| Unused traffic does not expire | City checks are often irregular; monthly resets waste the unused part. |
| No ID check to buy a standard plan | Some teams prefer not to upload identity or company documents. |
| Crypto accepted | Needed if you pay from a crypto balance. |
| Entry plan of 1 GB | Lets you test one city on your real target before a larger purchase. |

Prices checked on
"Not stated" means the page we read did not say. ColdProxy's page does not mention ID checks or crypto; Rayobyte's does not mention expiry or crypto. Bright Data and Proxy-Cheap were left out: their pricing pages could not be read on 18 October 2026.
What do the scores leave out?
The five criteria cover price structure and access, not network quality. We publish no speed or success-rate figures, for us or for others, because we have not measured them with a method we could show.
The score also ignores how many IPs a provider has in a given city. No provider in this list guarantees a city at every moment; at EuroCity Proxies, City availability varies; the checkout shows what is online. No IP count is published. Test your own targets with a small plan before you commit.
Which provider fits which job?
- City work paid in crypto from a small budget: EuroCity Proxies, ProxyWing or ProxyEmpire (sale price) all meet the five criteria.
- Sticky sessions longer than 30 minutes: IPRoyal (up to 7 days) and ProxyEmpire ("no fixed time limit") publish the longest ceilings in this list.
- ZIP targeting in the United States: Decodo and Rayobyte include it; our ZIP targeting covers the United States only and is not part of this European site.
- Very large monthly volumes: Geonode lists $0.50 per GB at 1 TB on a monthly plan, with ID required for all accounts.
Head-to-head pages: Decodo alternative, IPRoyal alternative and Webshare alternative. For checks of local search results, see the local SEO ranking; to pick a city, the city list.
