Which uses are not allowed?
The gateway blocks Banking, government and payment-portal sites, plus SMTP (email-sending) ports 25, 465 and 587. The acceptable use policy also rules out fraud, spam, attacks, credential testing, collecting personal data without a legal basis and access a site has refused.
A residential IP never makes a refused access permitted. Abuse reports are reviewed by a person, and confirmed abuse leads to suspension.
Why manual-first?
Most of these checks need a few page views per city, not thousands. Search engines, marketplaces and portals publish terms and robots.txt rules that limit automated access, and many offer official feeds or APIs for volume.
