## How was the index built?

We read the public pricing page of each provider on 18 October 2026 and noted the list price per GB at 1 GB, 10 GB, 100 GB and 1 TB. Where a provider does not sell that exact volume, the cell shows its nearest published plan, with the plan size noted.

Coupon codes are left out. Discounts shown on the page without an end date are kept and marked "sale". Two cells for NodeMaven come from our earlier reading of 5 October 2026, because its price slider could not be read on 18 October; they are marked.

Excluded: Bright Data and Proxy-Cheap, whose pricing pages could not be read on 18 October 2026, and providers with which our company has a commercial relationship. **EuroCity Proxies** is shown for reference and is not part of the medians.

## What does a city cost once the surcharge is counted?

For 11 of the 12 providers, the price above is also the price of city-targeted traffic, or no surcharge is stated. DataImpulse is the exception: its documentation says city traffic is "billed at double the standard rate", which turns $1.00 per GB into $2.00 per GB at 10 GB and 100 GB, and $0.80 into $1.60 at 1 TB.

Geonode's pricing page names only country targeting; its product page, read on 14 October 2026, said city targeting works "where live IPs are available". The [surcharge comparison](https://eurocityproxies.com/compare/city-targeting-surcharges/) quotes every provider's wording.

## What does the index show?

**1. Prices fall fast with volume.** The median drops from $3.75 per GB at 1 GB to $1.50 per GB at 1 TB, a 60% fall.

**2. City targeting is mostly included.** Eight providers list it as part of their plans on their own pages. Only one of the 12 bills city traffic at a higher rate.

**3. The offer type changes the comparison.** Several of the lowest prices are monthly plans whose traffic resets or rolls over for a limited time, while prepaid offers keep unused traffic. Compare like with like.

**4. Below $0.50 per GB, ask where the IPs come from.** Up to 1 TB, no offer in this sample listed a self-serve price below $0.50 per GB. Our own sources are described on the [sourcing page](https://eurocityproxies.com/sourcing/).
